Confirm jurisdiction before the permit answer
The City of Sacramento lists residential and commercial water heaters, sewer repair or replacement, repiping and fixture replacement among minor-permit scopes. That page describes the City process; it does not establish jurisdiction for every Sacramento-area postal address.
